La n\u00e9cessit\u00e9 de lui redonner une lisibilit\u00e9 et de renouveler son appropriation ;\n <\/li>\n      <li>un territoire complexe, associant le pi\u00e9mont avec une ville centre (Oloron) et trois vall\u00e9es pyr\u00e9n\u00e9ennes.
